Is PinMy a replacement for PlanRadar?

For a small team that mainly needs to capture and share issues from site, usually yes. For an organisation that depends on PlanRadar's configurable report templates and multi-project administration, no — those are the things PlanRadar does that PinMy deliberately does not.

Can I move issues between them?

For IFC models, both sides speak BCF. PinMy imports and exports BCF 2.1 files (beta) with camera viewpoints and snapshots. It is file-based exchange — there is no live or API sync between the two products.
